Lordy, this old boy needs a heads up with the blasted missing
persons quest. Killed all bandits, talked to all in the Harbor district.
Farmers included.

Yet no completion for this as yet. (sigh)

Anyone have a step by step to see what I might have overlooked?
Been in circles too long.

Thanks,
drybones

This isn't "step by step" as I'm gonna type it out from memory. There will
be spoilers.

(spoiler space)

After you've talked to everybody in town you should know of 4 people with
names that are missing:
- Elvrich (Thorben's apprentice)
- Lucia (Prostitute who stole Bromor's bowl and ran off with Elvrich)
- Joe (Mentioned by Hakon in the merchant quarter)
- William? (the fisherman's friend)

This quest is slightly tied in to the Bandit Weapon Trader quest... as clues
from that quest will point you in the right direction for the other (If you
didn't get the Bandit Weapon Trader quest then go talk to Vatras and explore
all his discussion trees until he gives you the Will O' Wisp amulet)

After you have talked to the main people in town then you should go down to
the Harbour District. Go down the pier to the end, to where the paladins
and their boat is. Just after the paladin's practicing (where Martin is
peddling wares) you'll see a fisherman out on the beach.

Talk to the fisherman, he will tell you that his buddy "William" (I think
thats his name) is missing. He will tell you that there are pirates in a
harbour to the east that William went down to go talk to.

Go back down the harbour to where Lares is. Jump into the water and swim to
the right... go past the entrance to the thief guild... go past the first
beach... to the next beach.

Here you will meet the pirate "Skip" he will tell you the whole story about
the missing people.

On to specific people:

JOE:
Hakon mentions Joe went out the gate and never came back.
Joe is in the guard tower right outside Thorben's house. You need to
pick the pocket of one of the guards with the key and open it up.

ELVRICH:
As you are working on the Bandit Weapon Dealer quest you will end up at
Bengar's farm.
If you go out to the end of the fields and down the stairs you will find
a small bandit camp. You will find some rapiers in the area with "F"
inscribed on them.
Kill the bandits and enter the tent... Elvrich is there. He thanks you
and tells you that Lucia (his girlfriend) is missing and went off with some
bandits... behind Sekob's farm.
Elvrich will meet you back at Thorben's house in town.

LUCIA:
Skip told you that Dexter, the bandit leader up by Onar's farm was
involved.
Go up there... kill Dexter (The pirate "Greg" will appear and start
killing bandits off).
After Dexter is dead you can loot his body, he has a note from the
bandit arms dealer and this will also point you to where Lucia should be
(Which is where Elvrich said he saw her going)
Go behind Sekob's farm... into the bushes and to the left. You will
come to a hill with a cave.
Kill the bandits.
Search everything... you will find Bromor's Bowl and a letter from Lucia
saying she ran off with the bandits.

You now have enough stuff to solve the arm's dealer quest and the missing
people quest.

Go back to town and talk to Vatras. The "The Missing People" quest will
become the "Raven's Slaves" quest now.

You can now go to the new world (Jakhendar) with the water mages.

In the expansion world you will meet up with Lucia and find out what
happened to William (the fisherman's friend) and all the other missing
people. After you finish off the expansion world you will finish the
missing people quest and all its spin offs.

<spoilers>

As regards moving the missing persons quest forward, Dexter is the key.

Skip shows you where Dexter is. Getting to Dexter, reading his marching
orders, and then reporting back to Vatras develops the missing persons plot.

The weapons-dealer quest is related in that it also involves bandits, who
are behind (most of) the missing people, and you'll likely find doing bits
and pieces of both quests at the same time. There's both experience and
useful background info to be had in knowing who all is missing, and it's
probably a good idea to chase down all the bandit and missing persons leads
you can, but it's not critical that you exhaust each and every one of them.

(Actually, I think it's even possible to skip Skip entirely, though not
talking to him means you don't know Dexter's name when you approach the
pirates in the tower, and life is more difficult for you.)

In addition to the folks that Auggie listed, you can find out about some
missing farmers at either Lobart's or Akil's farm (can't remember which),
and another missing farmer at Bengar's farm in the high pasture.
