Aargh. I started a new (third) character to do the last parts of the game
that I didn't get to with #1 and #2, and this time I built a battlemage
because neither of the first two had much to do with magic.

One of the first things I did was go to Frostcrag Spire. Character #1 did
a bit of mage stuff (he even became Guild Master, although he never had
the Magicka to use any of the bigger spells), but I didn't buy the
expansion until close to the end of his game, and he never got any real
use out of the cool stuff in the Spire.

To my chagrin, I think I have encountered a bug that's going to suck some
of the fun out of character #3's game. I can't furnish the Spire at all,
because the Mystic Emporium is NEVER OPEN. Ever. Locked up 24/7. I
can't even break in and look for the vendor, because Ontus Vanin has
decided to stand outside the shop, nonstop, all day and all night. Maybe
he needs to buy furnishings for his own tower, and he's just waiting for
the shop that never opens to open.

Anyway, is this a bug or a feature? That is, is the game somehow blocking
me from furnishing the Spire until I get to a higher level, or is
something wrong? If if something is wrong, is there any way to hack/fix
this?

Sounds like a bug to me. He's a normal merchant without the expansion
but I've never had any problems with him either way.

Is there a console "reset actors" command in Oblivion? I can remember
having to use that a few times when I played Morrowind.

I had that happen to me on the 3rd time through so I was thinking it was
due to a newer patch or maybe a mod I had installed. I just noclipped
into the store. Later on after a certain part of the main plot Ontus left
but I don't know if the store ever was open.

The new vendor for the frostcraig spire is upstairs, locked behind the
bedroom door of the mystic emporioum. Just follow your arrow for the 'equip
the spire' quest and it will lead you upstairs to the locked door. Unlock
it and the vendor will whisk her way downstairs to set-up shop.
