Oblivion: Forlorn Watchman Quest - no key?

Hello,

I am doing this quest but cannot find the key to get into the last
door.

What happened was I would have the ghosts chase me - up floors then
outside the boat. Then I would lead them out over the water and end
up running around - killing them with ranged weapons and spells.

Well the Captain mutineer died over the water - and I did not think to
collect his items - he might has the key! So I have been swimming
around looking for where he might have died - so far no luck.

Is there any way to locate his body, or get to the last door for the
Forlorn Watchman quest?

If you get desperate, you might just want to bring up the console with
the tilde key and type player.additem 000366BC 1.

It took a bit of sleuthing, but I *think* this is the right key. I don't
guarantee it, though, and if I'm wrong, you'll have to search the web
further yourself.
